Hawaii may become the second state in the U.S. to require the mandatory use of an E10 blend of fuel, according to a Green Car Congress report. Minnesota took the lead on calling every state to take steps toward the use of at least 10 percent ethanol in gasoline by 2010 and has instituted an E20 requirement by 2013. The state currently requires E10 blends. Although some states are heeding Minnesota’s call, progress to this point has been slow. Montana, for example, passed an E10 requirement last year, but it will not go into effect until the state has produced its own ethanol at a rate of 30 million gallons per year for a period of at least three months. Currently, there are no major fuel ethanol plants in operation in Montana, according to the report. In addition, legislatures in Washington state, Colorado, Kansas, Missouri, New Mexico and Iowa have all offered bills meant to establish renewable fuels standards in their states.
