NEENAH, WI - FMCSA is stepping up enforcement with a new, major initiative - the Comprehensive Safety Analysis (CSA) 2010. This program will track, measure and evaluate carriers and drivers, using 24 months of all safety-based inspection violations to rank and target carriers for new FMCSA enforcement interventions.
A major component of the data used in CSA 2010 is roadside inspections. J. J. Keller's Second Edition of its popular Roadside Inspections: A Driver's Guide will include an introduction to help drivers understand what CSA 2010 is, how it impacts them and the company they work for, and the role roadside inspections play in the new system.
The program will also include a stand-alone segment that addresses the following:
1) CSA 2010 System - explains the four components of the system (data collection, safety measurement, safety evaluation, and interventions).
2) CSA 2010 "BASICs" - explains the seven areas FMCSA will focus on (unsafe driving, fatigued driving, driver fitness, controlled substances and alcohol, vehicle maintenance, cargo related, and crash indicator).
3) Ratings/value system - describes how violations found during a roadside inspection are assigned values, and how those values are used to generate a BASIC score.
4) Interventions - covers how scores are used to determine if a driver or carrier may be subject to an FMCSA intervention, ranging from a warning letter to a comprehensive on-site investigation.
5) Roadside inspections - talks about the most severely weighted violations and emphasizes how the results of a roadside inspection directly impact the safety evaluation of both drivers and carriers.
Since a good roadside inspection (one without violations) is the best way to avoid FMCSA interventions, preparing for a roadside inspection is key. That's where the rest of Roadside Inspections: A Driver's Guide, Second Edition comes in.
The program covers the types of behavior that put inspectors on the alert; the top reasons drivers are placed out of service; paperwork drivers need to have ready; the six serious potential consequences of a failed inspection; ways to make inspections quick and hassle-free; and additional paperwork required of hazmat drivers.
At the core of the program is a closed-captioned DVD that features chapter selections, professional commentary, a message for management, and a quiz to reinforce key information.
Along with the DVD, the program includes an instructor guide with helpful training tips; 11 driver handbooks for use during training and as a take-along reference; 11 tractor-trailer inspection cards to assist drivers when conducting their pre-trip inspections; an awareness poster to remind drivers of key concepts; and a trainer tools CD-ROM that includes a PowerPoint® presentation that can be used as is or customized, along with handouts, quizzes, clip art, poster and a training log. Applicable components have been revised to acknowledge CSA 2010.
