Frank has been involved with METRO and School Bus Fleet since 1981. He has served on a variety of APTA committees including its prestigious Business Member Board of Governors. In 2002, Frank was presented APTA's Outstanding Public Transportation Business Award for his contributions to the industry. In 1992, Frank conceived and launched the Motorcoach Industry Achievement Award, given annually at UMA’s Bus Expo. He has served on the Supplier Council of the National Association of State Directors of Pupil Transportation Services. In 2009, the National School Transportation Association presented Frank its Meritorious Service Award. In 2014, he won the National Association for Pupil Transportation's Distinguished Service Award.
