ALEXANDRIA, VA – The Truck Renting and Leasing Association (TRALA) is seeking an amendment to Massachusetts idling restriction legislation that would exempt lessors from liability for idling violations committed by customers operating leased or rented vehicles. House Bill 866, introduced by Representative Frank Smizik (D–Brookline), would hold the owner and the operator of a vehicle liable for idling violations.

A violation would occur if a vehicle idles for more than five minutes in any 60-minute period. The bill’s sponsor has been responsive to the motor carrier industry by incorporating several reasonable exceptions addressing the realities of truck transportation in the bill. TRALA has contacted Representative Smizik directly to request the lessor exemption be added to the bill and we are hopeful that he will agree to this revision as well. The legislation is currently pending in the Joint Committee on Environment, Natural Resources and Agriculture.
